Debbie Ailiff is the Founder of Procare Integrated Health and Transport. A licensed attorney in Maryland and the District of Columbia since 1996, she has leveraged her legal and business expertise to build one of the Mid-Atlantic's most innovative healthcare platforms. Since founding Procare in 2005 alongside her husband, Cameron, Debbie has led the company's strategic vision, pioneering new models of care that strengthen hospital partnerships, improve patient outcomes, and expand access to healthcare beyond hospital walls.

A Maryland EMT by training, Mark has led complex EMS operations throughout the Mid-Atlantic, overseeing large-scale ambulance systems, workforce development, and strategic growth. Charles Boone Director of Administrative Services
Charles Boone brings more than 30 years of EMS leadership experience to Procare Integrated Health and Transport. A Paramedic and U.S. Army Flight Medic who served during Operation Desert Shield/Storm, Charles has led both 911 and interfacility EMS organizations throughout his career. As Director of Administrative Services, he provides executive oversight of administrative operations, government contract compliance, workforce support, and corporate services, helping ensure Procare delivers safe, compliant, and reliable service to its healthcare partners.

Carole Hooff Director of Operations
Carole Hooff is the Director of Operations for Procare Integrated Health and Transport and a Nationally Registered Paramedic with more than 15 years of EMS experience. Beginning her career as a volunteer firefighter and EMT, Carole has advanced through progressively senior operational and clinical leadership roles within Procare. She oversees operations for Maryland, Virginia, and the District, helping ensure the organization delivers safe, high-quality, and reliable care while fostering a culture of teamwork, accountability, and continuous improvement.

He has served as Medical Director for the NFL Players Association since being appointed at the request of Gene Upshaw following the death of Korey Stringer, pioneering health and safety protocols now used to protect NFL athletes across heat illness, traumatic brain injury, and cardiovascular risk. A board-certified Emergency Medicine physician and Fellow of both the American College of Emergency Physicians and the American Academy of Emergency Medicine, Dr. Melville brings decades of experience in emergency medicine, clinical leadership, and healthcare quality.
