Deborah A. Ailiff, M.B.A., J.D., President, CEO

Debbie Ailiff, a Maryland/DC licensed attorney since 1996, started Procare in 2005 with her EMT-B/ Firefighter husband, Cameron, and immediately saw the potential to fulfill her lifelong dream of making a positive impact in the lives of others. Debbie’s J.D. and M.B.A. degrees from the University of Baltimore, and her experience as an attorney, have served her well in this ever-changing landscape of American healthcare. Debbie and her team of industry experts and knowledgeable caregivers have worked together to make Procare the leading interfacility transportation company in the State of Maryland and the District. Debbie and the Procare Management Team stay focused on quality clinical care, responsive customer service, on time performance, employee satisfaction, and full compliance with all applicable state and federal laws, rules, and regulations.

Mark Buchholtz, EMT-B, Chief Operating Officer

Mark Buchholtz is a Maryland EMT with over 30 years of experience working in the commercial ambulance industry. Mark has successfully provided management for commercial ambulance fleets of over 100 vehicles, working with special event services and dedicated programs across the State of Maryland and the District. Mark is responsible for all operational needs of Procare, including demand analysis and scheduling, customer service and communications. Mark works hand and hand with Debbie and the Procare Management Team to make sure Procare’s employees feel valued and appreciated.

William R. Rogers, EMT-B, Director of Operations 

William Rogers has been serving Procare since December, 2010. William has over 25 years of experience in the private commercial ambulance industry. He began his career in 1987 as an EMT-A. Will is primarily responsible for all aspects of Procare’s South Operation. He also maintains Procare’s Fleet to the highest industry standards, and ensures on-time performance. Will also serves on Procare’s Medical Review Committee and enforces Procare’s Exposure Control and Respiratory Protection Plans. With his experience in the industry William is a critical component of the Procare Management Team.

Mike Huntemann, EMT-B, South Operations Manager 

Mike Huntemann has over 40 years of experience in the commercial ambulance industry working with multiple agencies over the years.  Mike started as a street level provider working his way up the through the ranks, holding various operational positions such as Operations Supervisor, Scheduling Coordinator and Communications Manager.  Working with Will Rogers, Mike coordinates our South Operations, including our Linthicum and Landover offices.  With Mike's vast experience he is a great asset to our team.

Charles Boone, NRP, Director of Administrative Services 

Charles Boone is a Paramedic with over 30 years of experience in EMS, including time as a flight medic with the U.S. Army during operation Desert Shield/Storm. Charles has provided leadership for both 911 and interfacility operations including setting up a 911 operation for Key West Florida. Charles successfully provided Risk Management Services for a fleet of over 400 vehicles with previous companies. His current responsibilities for Procare include Human Resources, Clinical Management, Training and Corporate Compliance. Charles' clinical experience makes him a valuable asset in leading our Quality Assurance Team.

Reva Trowbridge, EMT-B, Human Resources 

Reva has been a Maryland EMT-B since 2004 and has been with Procare since 2010, actively serving our patients in the role of EMT-B provider and emergency vehicle operator. Reva was also cross-trained in the Communications Center and provided training services as an Field Training Officer. As Reva’s value to the administrative team was realized, Reva was promoted to Human Resources in 2019. Reva currently handles the new applicant hiring process and orientation, manages employee matters and maintains employee files, and models our values of safety, quality, compliance and teamwork. We are grateful to have Reva as an integral part of our team.

Carole Hooff, NRP, MIH Manager, Training Officer 

Carole Hooff is a NRP with over 15 years experience in commercial ambulance services. Carole started her EMS career as a Junior in high school volunteering at as local fire department. Carole started at Procare over 7 years ago as an EMT-B/Driver and has since earned her paramedic. Carole also has experience working in the com center.  If you have any questions regarding our MIH program or training, please reach out to Carole and she will be more than happy to assist you!

Nicole Cerami, Recruiting and Retention

Nicole joined the Procare team in 2014 working as a dispatcher and has many years working in the Com Center.  Nicole has been promoted to our management team working with our New Hires and expanding our Procare team! Nicole can help with questions regarding employee benefits, Paylocity, employee compliments. Nicole enjoys magical moments and managing mischief with her family; Always.  To say Nicole is a fan of Harry Potter is an understatement.  She exemplifies the characteristics of a true Gryffindor.

Mason Klass, RN, Specialty Care Coordinator 

Mason has 24 years experience in the field of EMS as a paramedic that includes critical care and 911 experience.  He has been an Registered Nurse for 9 years where he has worked in the emergency room, post anesthesia recovery room, pediatrics, critical care transport, and has offered home health infusion services.  Mason joined the Procare team in 2019 as a critical care transport RN.  After years of service, we recognized he value Mason brought to our team and brought him on as SCT coordinator.  Mason can assist Procare RNs with any clinical issues.

Kraig A. Melville, BMSc, MD, FACEP, FAAEM, Medical Director - Maryland

Dr. Melville is board certified in Emergency Medicine and currently serves as an Emergency Medicine Physician for the University of Maryland Medical System. He previously served as Chief, Emergency Medicine from 2000-2010 at Calvert Memorial Hospital. Dr. Melville has served as Procare’s Medical Director since 2008. He oversees Procare’s Quality Management Program, provides our staff with hands-on training, and helps ensure full compliance with all State Medical Protocols, among other things, which make him an invaluable resource to all staff at Procare. Dr Melville’s vast experience in emergency medicine, with a focus on cardiac, stroke and pediatric patients, is a perfect fit for Procare. He was instrumental in founding Procare’s successful STEMI transportation program, which has significantly improved patient outcomes and increased survival rates for our STEMI patients. Dr. Melville has garnered many awards for his contributions to emergency medicine, his patients and the communities he has served, including Hero of Emergency Medicine award, Teaching Excellence awards, MAPA Physician of the Year award, Distinguished Service Award, and Outstanding Achievement award. Dr. Melville shares Procare’s sentiment that with teamwork we can accomplish great things and change the lives of others. Procare is proud to have Dr. Melville as part of our team.

More Members of our Team

We are successful only together - our entire team plays a vital role. Our Communication Center is the heartbeat of our organization and is led by our Chief Operating Officer. Our Com Center is made up of seasoned call takers and dispatchers, who put new staff through rigorous training in order to meet Procare’s high quality standards. Our Communications Center Team ensures that our patients are transported in a timely manner and that any changes are communicated to the sending facility staff in a timely manner. Our Field Healthcare Providers are caring, compassionate, and determined to do everything they can to ensure that our patients are transported safely and comfortably. Cassandra Williams, Bridgette Schreiner and Bette Huntemann , our Billing Specialists work in partnership with our outside billing company to ensure that the proper payer is billed for each transport and that any patient questions are answered in a timely manner. Our hospital liaison attentively assists hospital care managers in coordinating transportation for their patients.

We are also fortunate to have on our team Carole Hooff, NRP.  Carole is our Training and MIH Manager. She oversees a thorough training program so that EMS providers can confidently provide patient care. Our entire management team is committed to helping our new employee candidates through the on-boarding process, as well as supporting our current employees. We make ourselves available to all staff, to answer questions and to point our staff in the right direction.
